Verizon fiber optic, if you can get it. I've got a rock-stable 15/5 with completely unlimited transfer (within those bandwidth speed limits). With 5 Mbit/s upload, I've put up just over 1TB/month steady for over a year, AND that's only partial dedication to BBT while still using bandwidth on other trackers. No complaints from Verizon. Even spoke with their techs a few times about torrenting ... they helped advise me on configuring my router and setting up firewall port exception.
Their policy has been: so long as they don't get a complaint from anyone, they could care less how I use the bandwidth I'm paying for.
I live in fear of the day I have to move to a location where I can't get this service anymore. They also offer faster packages for more $$s ... but I've got no need.
[ EDIT: Should also mention that my real speed is closer to a 16/6 even though my service contract states 15/5. Verizon seems to think that a customer should get slightly more than they're paying for, just to make sure they're happy. That's probably one of the contributing factors toward my monthly U/L total: nearly 20% extra capacity over my service agreement, and I use about all of the U/L pretty much 24/7. D/L is probably 10x more than I use on any day, but it's nice to have 2.3/2.4 MByte D/L when I do need to grab a few things. ]
