Meomix:
Is there a stardock utility that allows you to apply wallpapers to folders cause this 3rd party folder background changer isn't strong enough to battle the library or control panel directories.

jackoneill:
"stardock"? "folder background"? "the library"? "control panel"?
What on earth are those?

Stardock is a suite of programs that let you customize your desktop.

Folder background: when you double click on a folder it usually has a plain white background.

Library: A windows 7 feature, Basically it's another folder that groups the Documents, My pictures, Public folders, and Video folders in one place, and since it's on the sidebar it's easy to access.

Control Panel: the only place you can find the Add and Remove Programs uninstaller.

I think this may help, if not then I dont think that there are any applications that allow such a modyfications.
But you can try some different shell like LifeStep or something . . .
@Meomix
I have no idea, I'm still using XP. Why dont you check? Its only one small file that you put into your folder.
