OR, buy a toe-truck and paint it optimus style. it can pull stuffs, carry stuffs on it's trunk, its fast and runs on diesel.

Well, that's basically just a software problem, so you'd better writing and testing programs right away.
Since you already have the rules laid out, you should be able to do everything in a simulated environment.

I haven't been involved in anything like that, but if I had, I would probably buy a shitload of Lego Mindstorms components for the "mechanical" stuff.
That is, if you are even allowed to that kind of "off-the-shelf" components. (I was overwhelmed by the amount of content in your post, so I did not read through it all regarding rules and such.)
And I would use a microcontroller chip and a fistful of wires to handle the rest.

I'd also recommend you use a microprocessor chip.  I see this robot has to be autonomous, right? 

I can think of three chips off the top of my head: MicroPilot, Papparazzi and Ardu-pilot.  MicroPilot being the most expensive and Ardu-pilot being the least. 

For the autonomous UAV my team and I are building for uni, we're using a Papparazzi though it depends on what you want to do. 

As for a structure, I'd say go for something study but cheap.  Lego for example.  :3

@OP the "Mirrors event" seems to be the easiest to built a robot for it, it only needs a pair of wheels and wireless controller to control it, a camera to see where the bot is or a radar(more effective on this event).

you have less than 20days, i suggest you hurry up and start making one as you`ll need a lot of time to tinker everything. not to mention shipping takes days...
