That's Rie Kugimiya you're thinking of. Aya Hirano played Konata on Lucky Star.

Takagi Motoki, Well, I don't really like his voice. but i gotta say, if he actually voiced this guy who pretended ( and sounded like a low-voiced girl ) from Brave 10 then he's damn good.
