Actually horizon's reasoning was pretty simple from the very beginning, I suspected a lot from what was going on around her the entire time.
(click to show/hide)It was strange that they would show her reading stuff, and wearing her own clothing instead of some ceremonial clothes. If you think about it Horizon's rescue was a matter of Aoi confessing and explaining/confirming his feelings.
As mentioned by one of the girls, Automatons can only make a decision that benefits a larger amount of people. Her decision was simply a matter of being convinced or not.
Seeing her not wearing clothes the Testament initially provided surprised Aoi, that is because from the very start Horizon planned on leaving with the people of Musashi should they come to her rescue.
The only obstacle was the wall, through which the rescue party had to pull her out of the cell.
She said she has been made to change her decision but in fact the decision was changed from remaining passive Automaton into being a Ruler.
Horizon claims she would not be a good ruler, but as an Automaton she has the capability to make decisions that will only benefit the people she would be ruling. She doesn't care about getting her emotions back.

Because of Nisemonogatari. I want as little overlap with it as possible, so I don't really want to be picking up shows that I'm less than interested in and then have it interfere with the big one.
