It takes care of extreme cases simply by people not getting laid. But not in the way it was "meant" to.

I think it depends on the situation. I think they said they did something to block other cars so they likely weren't endangering other peoples lives (just their own).
I don't have too many issues with people driving at high speeds on public roads/freeway as long as they are smart about it. Doing it in the day was pretty retarded though.
For example. I have hit the speed governer in my car (155 MPH) on a public freeway in southern california. I did it at about 1:30 AM though and I didn't pass one single car on the freeway the entire time I was accelerating well past 100 MPH. Basically I did it because I had a huge stretch of road with no cars and wanted to get it up to max speed. By the time I finally caught up to a car I was de-acclerating quickly approaching down to 100 MPH. I have a video of it because I have a camcorder in my car which is pretty much always recording while I am driving:

So. Was what I did THAT bad?

Back in the early 1990s I had a very dear friend killed by an asshole like these. Guy lost control of his car at about 150 mph and flipped it into oncoming traffic. My friend and two of his friends riding with him were snuffed out while coming home from work Five children lost their fathers that day and were condemned to lives of hardship and poverty.
I wish I could pull the trigger on these shitbags myself. Every single one of them, right through the head. I'd skullfuck the bullet wound of every one of them.

just a tip ive been told by several people who deal with factory vehicles that the easy way to bypass governor is right before you hit it tap the gas and let off 3 times and then on the third punch it and you should head past it.
Also i am in the same mind set as you. I really dont care what you are doing as long as you didnt cause an accident or damage someone elses shit have fun. If you get caught thats all on you and the penalties should be addressed as what they were. If they want to go after assholes with illegally modified cars... again more power to em. But 2 cars speeding next to each other doesnt always = race so its stupid to bring street racing laws into existence

HAHAHA... *deep breath* HAHAHAHAHAHAHA...
Doesn't work that way. On cars that are are fuel injected are all equipped with ECM governors that limit your speed to 155 mph regardless (North America only). There is no way around it except reflashing the ECM. Cars with carburetors had governors that were attached to the flywheel and pulled back the flaps shut once the airflow got high enough.
Plus if there really was a "trick" to allow your car to go past the 155 mph... and make it that easy... the car companies can easily be sued because it's very illegal to sell cars in the USA without a rev limiter. Cars are rev limited to 155 for good reason. If you go past 155 mph on stock tires... they will burst... causing a massive accident.
So no, there is no "trick" around a rev limiter or governor unless you disable it yourself.
