LOL at the rev limiter vs speed limiter argument. I have to say that a rev limiter and speed governor are two different things. AFAIK the rev limiter will shut off the flow of gasoline when you get past a certain RPM which is why near the limit you get that bad sound (its not just stable) and it is bad for the engine. AFAIK the speed governor does not do this.

Also to the guy who mentioned tires. Yes I am aware that quite a few tires are not rated for high speed. The tires on my car are Y speed rating.

Do whatever the fuck you want, but only on open roads. Dont fuck around when other people are trying to drive.

Fixed... I wouldn't even suggest doing it all on public roads at all. There are too many factors for you to fuck up... and without doing it at a track, then you just run even a greater risk.

The only tracks here are ovals, that's just boring. However I do have to agree, it is safer and smarter.
