As for the hands thing, maybe it's the Japanese "let's not be so touchy gais!" personality, I mean, Japanese avoid physical contact if it's possible. You can't expect someone will shake your hand just cuz you want to.

Kouichi is the dead student, a real Sixth Sense twist.  This Ep. dialogue at 2:20, 2:40 & 2:48.  Also, Kouichi himself 'doesn't remember' exactly if he's ever lived here before, back from Ep. 01 ... and now his father isn't clear on when he did or did not live here within the past 18 months?

There is another problem with this theory, other than what newy pointed out:

If Kouichi is indeed dead, why does his dad call him on his cellphone? It was revealed that the curse is only in effect in the town, and that anyone outside of it, even if related to a student of class 3, is unaffected. Kouichi's dad is currently in India, so if Koucihi were dead, he should know about it, unlike those living in the town. Other parts of the curse (such as the memory loss) seem to be transmittable, though (as evidenced by the static over the phone and his dad suddenly changing his mind on Kouichi being in the town back then). Though that could just be his memory truly failing him, f the curse only works in the town itself, and not outside of it.

Instead, I came across a more interesting theory:

It's Reiko who is the dead one. A few hints point in that direction:
1. Kouichi's grandfather saying: "Poor Ritsuko, poor Reiko..."
2. Same grandfather saying he doesn't like funerals. From this, people deducted that Kouichi came to the town 18 months ago to attend Reiko's funeral. At that time, he also met the (current) class rep (the twintails girl in charge of countermeasures), hence why she asked if he lived there before.
3. The myna bird that keeps on saying: "Why, Rei-chan, why?" I still think the bird knows something the others don't.

But aside from that, the reason why I think neither Mei or Kouichi is dead is because

both have already basically cheated death (Mei with the tumor in her eye and following NDE and Kouichi with his collapsed lung) and thus became immune to the curse, or at least cannot die because of it.

It's possible that his father knew he's dead, but he doesn't. and the curse alters his experiences as well, making him think he's alive and his father talking to him as if he was alive. I'm sure you've seen this kind of stuff elsewhere. the dead talking to the living via phone.

At any rate, i'm betting on that arts club boy. I have no proofs at this point, but I suspect him.

I'd like to know more about what is going on with that female teacher though, she seems like she's in some deep shit but perhaps after what she was already through in the past this has hit her pretty hard. Personally I wouldn't work in a school I have witnessed deaths already, especially being the class 3 teacher again. She had it coming unless she hoped for something else. She might very well be dead as well at this point. I want to know more about her anyways.

I'm not buying that. If his dad knows his son is dead, contrary to all the residents of the town, I seriously doubt he would call him on his phone, let alone expect him to pick it up. From what we know of the situation so far, I don't really see any evidence of Kouichi being the dead one. I'm not saying it's not possible, just that I don't really see a reason to believe it at this point.

even if she did have a weak ankle, she didn't die because her ankle suddenly got cut off the moment she saw kouichi talking with her.

I wonder if everyone that appears in the ED credits is going to die? And that little chunk of convo with his dad seems to indicate maybe he already moved back to <city name> and died in a previous class and he is the dead person. His mom has some connection too. Fucking crazy shit, I love it! Read some above theorizing, and yes it seems unlikely that its him or mei with that in mind.

And yes the imaginary dancing scene was hilarious. Id be throwing paper airplanes at people and asking misaki for answers during exams, or (most preferably) making out with her all day. So much cool trolling to be done in that situation.

At no point did they say that people outside the village are totally removed from the curse; all they said was that they are safe from dying. It seems pretty obvious to me that records and memories of people outside the village are still affected, otherwise class 3 could just send someone to Tokyo or somewhere with a copy of the class register, then phone back to tell them who the dead person is. And People like the main character's dad are clearly having their memories affected somehow.

I was kind of surprised he pulled that off with that combat knife, putting aside the excruciating pain he had to feel (unless 5 times Vicodin) he cut the arterial, so he should have quickly drop faint due to blood loss and brain blood pressure. He should have been laying and bleeding himself out the moment the blood splattered out.

I kind of hoped he would have dropped and faint due to heart problems too, would have been at least believable.
