Here's a theory I'm working on...
Remember all the stuff that Shu pulled out of his classmates? It was all stupid shit like staplers, vases, refridgerators, etc. The useful stuff he has pulled has been only from people from a military background, whether it be rebels or the gov.
I'm wondering if the reason these people yield useful shit in combat is because they themselves are like weapons...they're merely tools. The rebel who gave Shu the darkness gun seemed to believe that it was a representation of himself, and when Shu asked, "why is Inori's item a sword?" it also implied my conclusion.
Maybe the show just gave the students useless shit as a joke, but otherwise it wouldn't surprise me if this somehow popped up.

^ Hmm, maybe. but remember he hasn't drawn out a void from a civilian minor yet. who knows. next ep we get them rescuing some random civilian kid held by the GHQ and his void turns out to be a melee weapon of sorts.

Wait, what? Those students were all civilians, not soldiers. There's no reason for them to be imagined by anyone as merely tools. Unless of course you think being a student makes you be more useless :P
