Main character did seem to develop towards the later end, he has his good points too - riding into a battle to determine the fate of the world on a glorified segway with the air of a gentleman is easily his best moment. They touched on some "Coral Island/Lord of the Flies"-esque themes too that I did appreciate. I have a feeling you're not supposed to particularly like the MC at all at certain points, that portrays him as more "human" with all his imperfections.
The same goes with Gai, his perceived (unlikeable) perfection in the second half is but a shadow to a human motive that stays true to the end, Mana.
The part about Inori having no personality? She's not human. Case closed.

My word.. the music was fantastic in this one, dunno if it's just my new headphones, but yes! And the visuals - rainbows, candy, and fields of chocolate chip unicorns to the eyes.
Plot did feel jittery to me, but it didn't feel all that detrimental as I was still absorbed.
All in all, I'm not sure how much can really fit in 22 episodes, perhaps the storytelling and character development could have flowed better if expanded over 50 episodes like a certain anime... to compare the two as they are seems unfair. One thing I can say however is the through the first 12 episodes, Gai's role made me feel like I was watching code geass through a side character's perspective; which was actually pretty interesting.
Edit: Ending could have been soooooooo much better. I was really disappointed
