If your laptop is the only PC available for all the housemates to use, then it is difficult to simply say that no one can use it. Since your housemates turn off your torrents and/or change other things, that is somewhat irresponsible of them and you should set simple passwords for your account and create a general user account for them to use. When you leave, just switch user to the public account without logging off your account.
