there is no harm in getting larger PSU. Like it said in the guide even if you use a 500W and only require 350W that's all the PSU is gonna supply. The overhead is as a precaution, since electronics behave badly if they don't have enough power so it's kinda like a safety precaution.
So if you get a 500+ PSU if you pay 20 dollars extra I think it's worth it. You can use the same PSU if you again need to upgrade it in the future.

@Mist, scratch the HDD price, its unstable XD assume that its doubled =(
i found one online shop that seems to have most of what you need except the mobo, they all have asus boards for LGA1155...

its a DDR3 1333 CL9 4GB single stick budget ram, haven't broke one of kingston's so i think they're reliable.
edit: @that picture, where the hell do you get 1TB for 60$!? no effing fair >:(

HDD prices are droping as we post. it's just a guide, mainly for processor and mobo and graphic cards.
HDD and RAM you just go for the cheapest. Corsair are actually cheaper than kingston (if you manage to find them). it doesn't matter which ram you have. it all works perfectly.
