No idea, it's hard to say what the proper is... Did you search MS site?

I do tech support and that site is has all the godly answers one needs.

Are you able to do a "boot into a known good configuration" or something like that? If you REALLY do not want to format you could always uninstall some updates and see if it does anything.

If all fails reformatting/re installing would fix it.

This sounds like a software issue and not hardware, so your laptop would not be the issue.

Sorry I can't be more help.

Bob2004:
The obvious solution other than doing a complete reformat is to just run system restore to go back to a point before you installed the updates.

It's much quicker, easier, and safer than doing a complete reformat, and it should fix 90% of problems caused by Windows updates (since it reverts Windows back to its previous state).

Clannad_92:
meh...gonna format my lptp...dont want to use sysrestore...clean, clean...

Since thats my decision, can anybody tell me why is this happening? Example; Before update, tooltip is present, after update, tooltip missing with my laptop seems uses more than usual (takes a longer time too) cpu only on startup...sheesh, this thing really tiring...

Freedom Kira:
You should restore first. At the very least, you can figure out what update is causing you problems, so you know which update to avoid installing (assuming it's a Windows update that caused your issue).

If you just reformat and reinstall all the updates, you'll end up with the same issues.

And if you don't install all the updates after reinstalling Windows, you're just being an idiot.
