I wouldn't be so quick to say that. P2P is not piracy - they are distinct despite the large overlap caused by pirates (ab)using P2P. Not to mention, a large chunk of BBT's stuff is not licensed in the States, which means the ISPs would be wasting time and money tracking it. Stuff licensed in the US takes precedence.
The decrease in US traffic won't kill BBT as much as an American would expect. Americans make up a surprisingly small percentage of BBT's users.

Well, since it's supposedly based on IP address, it sure wouldn't be hard for that to be targeted; just use the tracker data, which is easily obtained.
Also, the U.S. does recognize and uphold foreign copyrights, not just local ones. (how strongly this applies, or if only with certain governments, I don't know). Or I could be totally off, but I doubt that.
As to the percentage of users, really? That's pretty interesting. I wonder where to find that statistic; generating it can't be hard, since IP accesses by a user would fully show it.

the implementation they'll be doing is pretty vague, if they're doing a data-base type comparison eh... i doubt they'll catch anything serious. but on the otherhand, if they go intensive scanning for suspicious files... tho that would cost them.
anyway i wonder if encrypted tunnels would save you the trouble from this bull**** :P

True. I'm pretty sure they're keeping it an unknown to prevent it somehow being a flop right out (by workarounds being found).
Still, I can't argue against them. The basis they are going for is perfectly the right thing to do. To say otherwise is certainly wrong, and helps show a person to be what they really are. True, something about it MIGHT be abused, someone MIGHT suffer wrongly... Boo hoo. Heck, it might be me (considering my luck, it probably will). But, if it's to stop something wrong, then I have to support it.
I just wonder how it'll affect what, that's all. Ah well, I guess we'll see in under a month.

BakaBT Country Statistics. US users make up around 1/5th of the site's userbase, so if the site were to lose all of them, it would have quite an effect.
That said, there are plenty of ways around any surveillance/censorship, so even in the worst-case scenario, there's no way BakaBT would lose all its US users. And, even though it is possible for foreign copyrights to be enforced in the US, the people backing this ISP Monitoring scheme (the MPAA, RIAA, etc) don't give a crap about anything that doesn't make them lots of money, so very little, if anything, on this site would be targeted to begin with. The biggest threats would be companies such as Funimation, and their work is banned from this site for that reason.
This isn't quite as big a problem as many people make it out to be, although it's not good. American users should be safe using BakaBT anyway, and if any are worried about their security, then using a VPN (ideally located outside the US) will render this whole scheme totally ineffective, as well as increasing your security in general.
