how to know if your processor and modem become unusable anymore?

A processor failure is very uncommon. It usually only happens when unadequate CPU cooling is provided. Test your processor in a motherboard that is known to be working.
Modem I have no idea. If you mean cable modem, get your ISP to look at it. If you mean a modem in your computer, why are you even still using one?

:'(...actually, that thing might happen because at the time when im open my pc, the fan is not functioning anymore...and id heard from somewhere that even if cpu is overheating, it will shutdown itself...
atm still trying to test intel dual core 1.8 ghz if its still working...if not, have to fallback to celeron D... :'(

modem, not cable...and not the one inside pc...

You assembled the hardware yourself or did you buy a complete desktop?
If you bought one, bring it back to the store if it still has a warranty.
If it's DIY, well you probably failed to check if your CPU was getting the proper amount of cooling it needs.
(click to show/hide)It's always important to monitor your CPU temperature after just installing it in, let it sit for 5 minutes and see if it's going too hot, like hitting above 60 degrees Celsius on idle, then you try putting some heavy load, just windows performance index assessment will do for a simple start, and continue to monitor to see your limits. But now you mentioned that your CPU fan doesn't even turn on, well could be your CPU fan not working at all thus leading to the high temperatures which will in turn trigger the motherboard safety features which will power off the system to prevent over heating.
Yes your motherboard will shut the system down if your CPU runs too hot.
As for your modem, what model?

well, its old and DIY, and i believe the fan not working after years in service...
if this is true which is damaged? my processor or the motherboard itself...i cant turn it on, precisely stuck at XP loading screen...
