Look, this is actually really simple
CPU:
Your computer boots to your OS. Works
Screen is black and you may hear several beeping sounds from the motherboard. CPU (or some other critical piece of hardware) doesn't work

Modem:
You have internet. Works
You can't connect to internet/to the modem. Doesn't work.

There can be hundreds of symptoms for those 2. Since you ask a vague question, I can only give a vague answer.

If you can reach the windows loading screen, I doubt it's a CPU issue, but you should try using a functional fan to see if that helps. It also could be a HDD problem; sometimes when the hard drive gets old, starts malfunctioning or some sectors get corrupted and prevents the OS from loading. If you can somehow get hands into a LIVE cd or thumb drive from any OS (Idk if there's windows live CD, but you can easily get one from any Linux/GNU distribution), you can try to load it up, and probably access the HDD to see if it still works.

In this case, being a router, first you should check if your PC connects to the LAN. If it doesn't, the router probably doesn't work (you should try a hard reset just in case). If you do get connected to the network, the next step is try to access the configuration page of the router through any web browser. If that doesn't work, it's another indicator that your router is gone for good. Anyway, you should check your router's manual to check out how to hard reset it, which is the local address to access it's configuration and any other info that could help you pinpoint the problem.

But I really think it's the CPU heating up because the fan failed, your CPU itself should still be ok.
As for your modem, if you are able to do as what the page you linked to, then your modem should still be working.

Adding a few things to what vuzedome said.

If you can actually get your computer to show anything, your CPU is fine. If it overheats, yes, it'll shut off (well, most will). You said you get stuck on the XP loading screen. In that case, there's probably something wrong with your installation, not with the hardware, especially if it did work in the past and you haven't changed any of the hardware. And note there's a difference between turning a computer on and booting into your OS.

If there's a fan or two not working, you should replace it/them. If it's the CPU fan that's not working, you better do it ASAP.

Note there are other chips on the board that can get hot too if they aren't cooled properly. This can also cause auto-shutdown. Try feeling the heatsinks on your board right after an auto-shutdown. If you reflexively jerk your hand back because it's too hot, that chip is probably your problem.

And finally, what you have is a cable modem + router combo.
