Not exactly that, since he apparently sacrificed himself, what she wants is to force a change, so one way or another, she will have that change. If she wins, she will strictly enforce her ideas, if someone else wins, they will do it their way.
Her manifest contains all the problems the school is facing and her ways of fixing them, so anyone taking up the candidacy mostly will make an effort to stand up to her clubs idea, but as she said, there is more than clubs in her manifest.
She gave a fair chance for him to win, those two will be the major players in the campaign. At this point, whoever wins, she wins.

This show isn't very good. It doesn't even have much in the way of decent fanservice, so I doubt the blu-rays will be much better either. That said, it is mildly entertaining in a mindless kind of way, so I'll probably keep watching it for now. I don't really care all that much about what happens, frankly, but I'm bored, so in response to Havok...

All that seems to be happening (or at least all that's been shown to be happening so far) is that she is concerned about the problem of financial aid students being bullied. She wants to fix this, and obviously feels that the best way is to replace it with a scholarship system (which makes perfect sense: rather than not being allowed to join clubs, and having to go around doing maintenance jobs etc, which makes FA students clearly stand out, they just get given a sum of money to help pay for their education. They'll be indistinguishable from other students, for the most part, which will put a stop to almost all the bullying completely).
However, such a system would be expensive, and to afford it she needs to cut budgets elsewhere - the most obvious targets being clubs which contribute nothing tangible to the school (such as the food research club who just sit around eating snacks, or the air sumo club). Simple budgeting.
Of course, now the MC has an obvious dilemma in that he is running in order to stop all these clubs from being cut; but the reason they are being cut is in order to help stop the bullying issue. So no doubt the next episode will be full of lots of moping, moody introspection, he'll decide to stop running for president, then at the last minute someone (probably that chocolate-hating girl) will say something to make him change his mind, or maybe someone will come up with a miraculous plan to stop the bullying problem and he'll carry on running, and everything will be fine again.
Your post didn't really make a huge amount of sense though, to be honest. You seem to have jumped to quite a lot of conclusions, and I can't quite follow all of them.

I just batch watched this and well Havoc is pretty straight on with his ideas of things. +1 to you Havoc. I agree that the two(Shinonome and Ojima) will be the major parties in the election. Shinonome is strict(for real and for posterity reasons). She is trying to mold someone everyone can get along with and will follow(Ojima). Slowly Ojima will come to prominence in the school for his values on things and how he sees things. He's naive, but he can see who people really are. I'd be honestly surprised if it didn't go this way.
