Well, I'm not quite sure where you got that version number since the latest version is r5125, but at a guess, it sounds like you're using one of the old 0.9.7 builds. In which case, since it's hugely out of date, you should do as I suggested and update to a newer version. The latest SVN build looks fine, so try that; if it doesn't work for some reason, then try the stable version, which is currently 0.9.8.

Delete your old install rather than just copy/pasting the new one into the same folder btw. This should, most likely, fix your problem.

btw im r4800, and thanks for telling me to update it...
now using framelimiter to slow down the game...set to 85%(all)

You go to the PCSX2 website, click SVN, and download the version you want.
