Sure you've installed it properly? (Proper bios, settings etc)
If yes, have you messed with the settings? Like in GS or Speedhack.
Or you might have accidentally changed it to turbo-mode.

Have you got framelimiting disabled? Make sure it's turned on, and the base framereate adjust is set to 100%.

what bob said, or cap it to 120FPS, 60FPS seems a little too slow for my taste.

if that doesn't work then you can try cranking up the settings to slow it down.

i wonder if Vsync via GPU control panel works...

Any faster than the original PS2 ran at will cause games to run faster than they should. Just set it to 100% - I think that is only 60FPS, but any higher and the games will be running faster than they should (when not bottlenecked by your hardware, anyway).

^ yea i know 30-60FPS is their normal running speed, but they felt painstakingly slow so i upped it to 120FPS then it felt just right =P
like how i play pokemon at 300FPS just so i can get more wild pokemon spawns.

What version of PCSX2 do you have? If it's a relatively recent one (and if it's not, then you should update), then you should be able to see if framelimiter is causing the problem by going to config -> emulation settings. Framelimiter stuff is on the GS tab. Also, remember that tab enables turbo mode (if framelimiter is enabled), which makes the game run (or try and run) at 200% speed.

With the speedhacks, there are a few you should probably have enabled, especially when you bear in mind that the CPU is the main bottleneck, not the graphics card. And even a GT440 can struggle at times.

The tooltips for the various settings give you a good idea of how safe they are, and how much benefit they give, so you can make your own judgements; I personally use all of them except Fast CDVD, EE cyclerate, and VU Cycle Stealing enabled, and I've never had any problems at all. A lot are game-specific, so they were sort-of removed from newer versions of PCSX2 - now it detects what game you're playing, and enables the game-specific ones as needed, so you don't need to worry about them.

Well, I'm not quite sure where you got that version number since the latest version is r5125, but at a guess, it sounds like you're using one of the old 0.9.7 builds. In which case, since it's hugely out of date, you should do as I suggested and update to a newer version. The latest SVN build looks fine, so try that; if it doesn't work for some reason, then try the stable version, which is currently 0.9.8.

Delete your old install rather than just copy/pasting the new one into the same folder btw. This should, most likely, fix your problem.

You go to the PCSX2 website, click SVN, and download the version you want.

Well, that's your choice, but r5125 should be more stable than r4800 (which is also an svn build). It's also generally faster, and pretty much all games are more likely to work better. Even if you still don't want to use the latest svn build despite that, then at the very least you should update to the latest stable release, v0.9.8. It *should* solve your problem, and it will at the least improve performance..

plus you could always have both of them via making a replica folder of the older version and replacing one with the newer version.

epic cluster f.ck though.

Well, since you just download a zip file and extract it somewhere, yes you could. It's probably better not to copy/paste it over the old version anyway. Download it, extract it somewhere else, try it and if it doesn't work, just carry on using the old one again. It's not like you need to do much configuration to get the settings right before you use it, and it's easy enough to copy cheats/save states/etc over.
