Win7 customize folders?

I saw this image on another forum;

Is there any way to change the background of the navigation pane as above in win7, either natively, or with a third-party app?

The only thing the owner of the image could tell it's a theme on winxp sp3.
Now, on win7, it's pretty easy to change the background of folders with a few external apps. Except I'm not keen on doing that as it would just make it annoying selecting files etc.

On the other hand, navigation pane I almost never use, so wouldn't exactly mind a cute girl looking back from it....

Used to do this on Vista manually, but I deleted the stuff needed to get it going.
There is Windows Blind, tried it, it's good and plenty of customizing options as well.
