Torrent Stat Cheating?

I've been seeding to fix my ratio and this "peer" caught my attention as every now and then other "peers" refresh or stops from leeching, however, this certain "peer" boost.pulsemedia.co m remains stable so out of curiosity I've stumbled onto this:

I read before something about stats being reliant on the client to report the truth to the tracker. It's like the trackers have to trust the client or something. I believe that it the reason why you can use only white listed clients on most private trackers. It's easier to allow the few trustworthy clients, rather than have to blacklist a new one ever day.
For one thing, Tiff is not on any level what I would call a typical American.  She's not what I would consider a typical person.  I don't know any other genius geneticist anime-fan martial artist marksman model-level beauties, do you?

what do you guys think bout this?

There's many ways to statcheat but I doubt many people would do that they could just download without logging in, this is not a closed tracker
