However on a grand scale of things allowing only healthy specimens to live is a simple way to keep the whole species healthier. Not only theyr  government fault because it has an economic embargo from USA and it make harder for North to develop and feed they're population. North is trying to develop and he is focusing on the military development since it is what bring new technology(remember cold war?) and protect the government from others forces. If north korea didn't develop they're military its current government would be removed by force from USA once China stopped to protect it or can't protect it since USA would make pressure on China to stop protecting it. Sure some African countries or even American countries would buy the military equipament but they can't since the economic embargo works on NK on these matter.

Well, they could earn shitload of cash simply by connecting the trans-siberian railroad with South Korea. In fact it would also be so profitable to Russia, that I am sure they would have built that railroad in in NK themselves.

Besides nobody will buy NK weapons anyway even without the arms embargo. Because NK weapon technology sucks balls. You can get much better stuff from Russia very cheaply if you don't want to spend the cash for the really expensive toys from western corporations.
