Video game BGM identification

Starting 14:15 and continuing for 20-25 seconds, there is a background music accompanied with laughter. It sounds extremely familiar, but I can't remember what it's from.

I'm not sure if this should have gone into the Recommendations & Identifications board, I apologize if this is miscategorized.

I think it's that laugh that gave it away (Not sure why I did this considering it's very late in my time zone lol)
