notes : i own a HD6570 and it can game at 720p, heck it can game on some titles at 1080p, notably L4D2.
the celeron can handle the load, i own an E3300 775 socket based and paired with GT240, pretty much handles metro at 720p low.

Challenge accepted. At least, for the personal use one. This is a possible build I came up with for a coworker looking for casual use - mostly surfing and video streaming. A lot of the stuff is from Memory Express since we have stores in town.

Mobo + CPU: Foxconn D270S Intel Atom D2700 Intel NM10 Mini ITX Motherboard/CPU Combo - $90
RAM: G.Skill 4GB PC3-10666 SODIMM for Notebooks - $22
HDD: Western Digital 500GB Caviar Black 7200rpm SATA III w/ 32MB Cache - $90
Case: Silverstone SG05BB-450 Mini iTX Case w/ 450W Power Supply - $120
DVD: LG SuperMulti 24x DVD Writer, SATA, OEM, Black - $18

Total $340 plus tax. Not too shabby. Could probably drop the Black for a Blue or another brand to drop that HDD price, as well as a different case to drop that case price. My selection of cases was pretty limited (only looked at mini ITX but most regular micro ATX/ATX cases should be fine) and Blacks would be best for boot drives, so it'd be a bit of a performance sacrifice.

For example, using the Silverstone ML03B mATX HTPC Case, Black ($60) instead would already drop the total to $280 without having to touch the HDD.

^ theres a LGA1155 foxconn itx for 49.99$ in newegg, if you pair that up with the celeron i used you'd be running at around 10$ more over the atom with a lot more performance, so slight video editing and photoshops isn't so farfetched anymore =P
the power consumption difference isn't too much between the two.

As long as you don't go 1080p, it ought to run most things adequately.

If you wish to stay in the bounds of 400$. Go with the mobo kitamesume proposed above.

For personal use: Kill the GPU and downgrade to a G530. You should get a <300$ value.
