The correct spelling is Salmon-chan (which is obvious considering the main character) an it's a Graduation work for Nihon Kogakuin College Manga Animation Department.

It's now 6 pages for a total of ~30 shorts, from when it started half a year ago.
Yes, most are independent, the majority Graduation works from various Japanese art colleges. Even so the quality of many is very good, some very comparable to professional works. (actually, having marathon-ed half of them now, I'd say several surpass what we have in the current anime landscape. If these are all graduates, where the heck do they lose them on their way to animation studios?...)
There's no doubt many of them would pass BBT's standards with flying colors, but as said they're independent works and the problem would be where to draw the line, short of creating a new category...
Still, I recommend everyone who can to check them out on CR/YT, there's some really amazing picks among them.
