First, your ISP *may* be interfering with your uploads; Comcast, for one, got caught doing this in the US, and has since backed off, and Cox has also been guilty of this. You can check with the free tools

Second, yes, it's not uncommon for P2P (and, in fact, all file transfers) to run more efficiently when both your up and down pipe are in use, as long as your up pipe isn't at 100% of max, which chokes downloads.
