Upload speeds only go up when i download :S

Basicly my upload speed only goes up when i am downloading via bittorent.
if i am not downloading i get a pulse every 40 seconds when my download speed will spike up to anything like 200kb/s and then it dies right down again, but when im downloading it will sit at around 900 kb/s (all day long sometimes)
any ideas what could be the problem???
any help is much appreciated :)

Same "problem" as most people have on BakaBT. I suggest you read some of the Help forum topics.

It's an interesting thing about Bittorrent in that sometimes downloading a torrent will improve your upload speed for a totally unrelated torrent that you happen to be seeding. It's quite normal.
As for slow upload speeds generally - there are dozens of threads about that in the first few pages of this forum alone, plus information in the wiki. There's lots of information about why it is, and what can be done to improve it.

First, your ISP *may* be interfering with your uploads; Comcast, for one, got caught doing this in the US, and has since backed off, and Cox has also been guilty of this. You can check with the free tools here.
Second, yes, it's not uncommon for P2P (and, in fact, all file transfers) to run more efficiently when both your up and down pipe are in use, as long as your up pipe isn't at 100% of max, which chokes downloads.

hmm i did search both google and this forum before hand, but i guess i must have been wording it wrong or something, so my apologies for that.
oh and im pretty sure its not my isp im with sky and i triple checked that they dont manage any traffic when switching to thier fttc service.
and as for it been a common thing, well that just sucks, got a 1mb/s upload and and it just isnt used, such a waste :'(
