I'm not fully clear on what the "situation" is.

The first two columns appear to be torrent size, then amount downloaded.  They are all seeding, then ratio(?) is infinite on all and then the numbers of seeders and the numbers of leechers.

So, are you saying that they are not seeding?  No upload to leechers is taking place?

And then, the tracker is offline for the selected torrent.  I may assume that all of your torrents are offline?  The three stats marked "not allowed" are supposed to have that status; all BBT torrents don't allow those protocols.

So, this "offline" status is your question?  Is it always like that, or does it re-establish & then go offline again?  I think you're using utorrent?  On Windows (7) probably?

It would be normal to see torrents go offline, then reaquire.  Occasionally.  It would not be normal to see them go offline often and for long periods of time.  I get offline status on some of my torrents every day, but usually its about 5 or 10 out of 60 or 80 running, and it usually clears up withing ten to twenty minutes.

Is your open port configured properly?  Is your connection through a router?  Is your torrenting client using the same port always, or changing it every time you restart?  Do you restart often, or do you leave your client running 24/7?

I also run Peerblock, which sometimes interferes with torrents.  However, it only seemed to mess with bakaBT torrents once for me about a year ago until I tracked it down and whitelisted the BBT domains.  It does, however, regularly cause issues with other trackers; even so, it usually allows torrenting to continue, even though at less than optimum bandwidth use (probably via peer exchange).
I win, once again, in my never-ending struggle against victory.

the situation is why i am getting offline(time out) message?

yes first two column are size and download.Not ratio But ETA. yes seed and peer

No they are not seeding. No upload is taking place from them rightnow .

no rightnow only these 3 are showing offline. I am seeding 99 torrent at once and only 3 are showing offline. But its random some time some other torrents shows these offline messages. I know DHT and other are not allowed

yes i am using win 7 and utorrent. No its random some time they seed and sometime they show this message.

my pc stays on 24/7 and seed. Yes i have tried every thing. my client  changes port every time it restarts(i rarely restarts my pc)

no i dont use any peerblock, firewall and crappy antivirus(I am using avira Antivir free edition)


Update:- Quick pc and modem restart helped.tracker back online.
but if u want to tell me why it got offline on the first place pls share.

BBT ERROR CODE 213 - Fix by restarting PC and modem.

Glad to see it's fixed.

No, I don't know every reason why the offline status message comes up.  As I mentioned in my post, it is normal to see it a few times a day on a few torrents.  Worry about it when many torrents get that status and they get it a lot.

Sometimes the internets just farts and it takes 20 or 30 minutes to fix itself.  Since you're using utorrent, you should be able to right-click on a torrent and have an option to "Update Tracker."  Sometimes, if you only select one torrent, that option is not available, but if you select several torrents then you can use it.

Occasionally BBT has a large server load, such as when database maintenance happens, for example.  Maybe once or twice per month almost all my torrents get offline status for 20 minutes or even an hour.  No panic.  Just wait a little bit.  It's normal.  If most of your torrents show offline for half a day, then try a few things, like you did with rebooting your modem/router.  I pretty sure you can also go into utorrent options & properties and tell it to reassign a new port without having to restart or reboot.

For information, I use utorrent 2.0.4 on WinXP.  It's on 24/7, and I reboot the computer about once per week.  I let it use the same port all the time with my router.  Usually, everything works just fine for 6 or 8 months at a time.
