As a note power consumption isn't a problem, since I will have to upgrade the supply unit in any case. With a max budget of $500 (PS4 costs $465 in Dubai +$50 for a single game :P), I might spend every money I save on a better gpu. It will be either msi or ASUS. (Lastly zotac) since only those are available most of the time in Dubai.

Hai hai! One more question. What would be the effect if put r9 270/280 on a PCIe 2.0 lane instead of 3.0. (Yeah with an i3 processor)

it should work allright. I'm using my GTX 760 on PCIe 2.0 and I don't have any problems.

there was a review on that, PCIE 2.0/3.0 measuring the benefit of 3.0, the difference is 8% or so with 2.0 vs 3.0.
so yes there really isn't much to worry about.

i3 - 2 processors/4 threads = 120 usd
mobo - 50-80 usd
psu - 40-80 usd (haven't done research on this to be honest, but guessing 450-650w bronze is about that much, and you may NOT even need this at all)
ram - per 4gb, 30usd average, top-end 40usd. 8gb is 70 usd, and 16gb is about 120-140 usd
so that's the bare minimum to start you off if you're going to get a new gpu. don't even bother with a new gpu on that old system man.
an i3 with 4 threads is amazing for gaming (don't expect it to perform flawlessly on end-game settings for thirsty spec games, maybe high-end or medium would do it).
