are there any ways to download part of a torrent to seed it because my account has been banned not because I leech but because my upload speed averages at 5kb/s . So are there any ways to get some of a torrent or open a torrent thats been removed from utorrent so I can start seeding it again?

And if you don't want to help don't say anything I'm not here to be abused.

we don't want to be abused either - so go read our wiki and look around in the forum a bit. all the information is there, you just need to look for it for more than a few seconds.
