PAL and NTSC Audio Sync

Okay so I'm having a bit of a problem, I know this has been done by some people on the forum so maybe someone will help me out.

I've got PAL DVD rips (25 fps) that I want to sync NTSC (23.976 fps) TV rip audio to since the show I'm converting hasn't been released on DVD in English.

It'd be an easy job if it wasn't for the different frame rates.

Does anyone have any suggestion as to how I'd go about this?

Everything I've tried has left me with out of sync audio.  ???

Well, slow down the audio a bit (by a factor of 25/23.976).

Then if the videos are exactly the same length (in frames) it will be OK, if not, then manually sync the audio to the beginning of the video and time how far out it is at the end of the video, adjust the audio length accordingly.
