New connection - want to help seeding heavily, but unable

Download 20-30 freeleeches so as to not destroy your ratio and get something to seed. 
When your ratio is alright/good enough to download normal non-freeleech stuff grab a few and seed them as well.
Don't expect yourself to seed with only 10 torrents. And get rid of that 25 torrents limit.

Oh :/ Well, I'm not sure about restrictions. I'm sharing the same fiber, but not actual network as the university. If I need to contact someone in case of problems, I would have to call my land-owner, not the university.

Ah, I thought your problem was that you were barely seeding at all, not seeding at 90KB/s. If you can seed that much, then there clearly aren't any restrictions at all. Hell, that's faster than I can seed on my fibre connection :P

But that's the thing! How can you maintain a 1:2 ratio with a connection like that? Theoretically, I could upload tons of gigabyte a day, but I'm not :(

Hopefully, some of these freeleech torrents will let me seed :)

I don't download a huge amount to begin with, and when I do it's often freeleech (since I mainly get movies from BBT, and they warrant 1080p unlike most TV series), so maintaining it isn't too tough. I seed most of the time my PC's on, too (which is a lot). It was a bit tough in the beginning, admittedly, but I'd been a non-member for a while and already downloaded 2-3 series before I registered, so I was able to start seeding right from the start, pretty much. Even so, 90KB/s is a good upload speed - it's not hard to seed a reasonable amount if you try (and are reasonable with the amount you download). There are many people here with far worse connections.
