Slow download rate and upload rate

Hey i am having some issues torrenting with Utorrent. Since i reformated my computer and ran the new version of Utorrent, i have not been able to keep a steady speed of of a DL rate or an UL rate. Any suggestions on how to fix this. The files are just fluctuating up and down to much and when one file only downloads at like 1.5 kB's for so long, then it just moves on the next torrent file. I don't know what went wrong, it was fine before format my pc, or maybe its just the torrents? But i highly doubt it. Is it possible that i might have to portforward the IP into my router configuring again? or perhaps reset my IP settings on my account.

My specifications for my client is:

1.5 Global Mb/s speed, which means i can download at a file at the maximum of bout 150-160 kB's.

up rate set to 65 kB's
Dl rate set to unlimited

Global maximum Number of Connections - 200
Max number of peers connected per torrent - 50
Number of upload slots per torrent - 4

Just those 4 for now. one that just recently finished was

Okusama wa Mahou Shoujo but it took a very long time to finish it. This is very unusual for my client to be acting up like this.

Any suggestions or help with settings, what could possibly be the reason for these slow down times?

Are you having the same issues with torrents from other trackers? Look for stuff that's well-seeded. If you don't have any, add one now, just to test. How is the performance on the other torrents?

Your settings look fine, and I highly doubt you should have to change port forwarding (which isn't always necessary in the first place), but it doesn't hurt to try it.

Try switching to the version of uTorrent you were using and change all your settings to what they were before the reformat, too. If you still get the same problem, then the issue is not likely uTorrent-related.

Any tracker status messages?

No its specifically the torrents with Bakabt. I tried other torrents from other sites and they download at max speed, no problems. This torrent im downloading now just reached bout 50 kB's and then went down again. I tried other torrent files on bakabt with lots of seeds, they seem to work much better but they still fluctuate up and down, from like 150 at max to like 5 kB.

As far as tracker status, no i don't see anything besides it on the bottom of the client it will change from a green check mark to indicate network status ok to a yellow mark to indicate that the port is not open and it will change that way when the speeds fluctuate. I also did a network test on the client and it states that the port is not open, but im still able to download. But i had that same error message before i formatted my pc and it was still not having any issues like it is now.

Try to download this torrent if you would as a test and see what you can get.

Mine is going at like 5-10 kB's right now. But yet another torrent with less seeds then that one is going at like 120 kB's, so i don't know what the heck is going on.

Why it's good to open the port is because other people who haven't open their ports can't see you, which means that you can't leech from or seed to them. I'd try opening the port just to be sure.

Edit: I think I misunderstood, as you seem to already have opened the port. I can't think of a reason on the spot, then...

Tried for about 30 seconds, and I got 40-80 kB/sec, but only half of the peers had a chance to connect. I'm on a high-speed VDSL connection.
