the Workshop witches, which are supposed to be the ones who protect the city, the ones that are doing the most damage, while the Tower witches, being evil and all that, do inconsequential damage?

his sister. In episode 2:

• She sits on the stairs and eavsdrops on the telephone call.
• She's watching from behind a lamp post when they meet.
• She (and her teddy) are also in plain sight for a moment in the alleyway scene. (The weird blimp was clearly shadowing them too.)
• She's hiding behind the partition in the cafe, and teddy seems to be paying attention too.
• You can see them watching again right after the fight in the shop.
• Heading back to the school, the cardboard box was probably not Solid Snake.
• The "I want some action next time" line at the end is a bit of a giveaway too.

the bird perched on Utsugi Kanna's staff in Episode 2 looks similar to the one in the sports hall in Episode 3. That may be Kanna's familiar also spying on Takamiya and Kagari. The chicks on the cafe window could also be Kanna's spies.
