Censored & Uncensored tags

for all those anime(excluding hentai ova) that does not have both the censored and uncensored tags, does it mean that there are actually nothing to censor in that anime? no steam no white dots = =?
if so whats the difference of the BD ver for that anime?

The censored tag is rarely applied to non-hentai. If it is, it's usually because the work warrants censorship (ie, it's probably borderline hentai to begin with.) More often only the uncensored tag is applied if there's an appropriate version. If neither tag is applied it doesn't mean that the anime is uncensored, but it could mean that there isn't an uncensored version available.
Hentai is more straightforward, and generally always carries either tag. But there's a lot more that would get censored, usually.
As for BD versions, generally speaking they're a quality increase, just because they're presented in a higher quality media format (usually, sometimes they do a terrible job at it.) Occasionally they uncensor things or add additional scenes, but not always.

Nope, they censor ecchi things for TV releases. Some extreme cases censor things like pantyshots. Bare nipples are always censored for TV. Mitsudomoe is a prime example of censorship in an anime that is not even considered ecchi.
Generally, the rule of thumb is that anything that came from a TV source is censored and anything that is a DVD or BD source is uncensored. If the torrent title, torrent description, or files in the torrent do not explicitly say it is a DVD or BD source (for example, "[BD]" somewhere in the title, or "source: Blu-Ray" somewhere in the description, or "[BD-720p]" somewhere in a filename), assume it is a TV source.

I never said they didn't censor things for TV. The question was about the use of the censored and uncensored tags here. You'll note that your example doesn't carry either tag for either version. Which is exactly what I pointed out: not having a tag doesn't mean the series isn't censored (or uncensored.) In the handful of cases the censored tag is used, they're almost all ecchi series.

Uncensored is usually present on DVDs, BDs etc. of non-hentai torrents if any censorship was removed (that we know of).
