We're going to need to know the actual, exact tracker error message(s) before anyone can help you.  No one here has ESP, that I know of.

You apparently forgot to include the actual screenshot.

From your description, it sounds like uTorrent is running "firewalled", but again, no one can know for sure from your vague descriptions.  Be specific (and I mean word-for-word exactly what messages, if any, the client displays) or no one can help you.  It's that simple.

sorry i have a bit problem with the hosting site...
if it is firewalled, i have allowed utorrent in my firewall so it seems that it is not the case...

It means exactly what it says.  Something — generally a software firewall or a router — is blocking the ports uTorrent needs.  Have you tried opening the ports in both your firewall and router?

Google "how to open ports in {firewall name}" and "how to open ports in {router model}".  This is something you're going to need to know how to do, in general, when using the internet, so time for some study.  Reading the Wiki would help, as well.

Google (and the Wiki) isn't the last resort, it's the first resort.  You should always try to find answers on your own, rather than depending on others.
