Most likely they survived because neither side wants a pyrrhic victory over other, a fragile balance that Ledo probably disrupted by his badass annihilation of the pirates... or at least that is how they presented the case. Then again every victory on either side will always be a pyrrhic one, since they will lose ships that are irreplaceable.
Taking that into a consideration who was indeed the stupid one here? Because the pirates were pressed to assault even after permanent losses. Because we are talking about losing your habitat, not just ships, so the doctrine "too valuable to lose" should be considered by both parties.

Dropped this on episode 5, the girl is annoying and the guy is too submissive, if he's superior then why does he stand their bullshit ?
Oh well, another good anime going to waste, the animation is great tho.

He is indoctrinated not to think too much for himself outside of combat, I think he fits that role.
