No, I'd say it's far more likely that it's SignAvatar, or some combination of SignAvatar+Photobucket. You could try this instead if you're lazy: http://www.random-image.net/

But the suggestion I gave earlier is the best solution.

Edit: 0fees.net doesn't seem to be much better, the images won't load.

0fees.net is also a bad website and is not advised to go there according to WOT.
