search active torrent / licenced

Ano Hi Mita Hana no Namae o Bokutachi wa Mada Shiranai. is active torrent, but can't get results in search (for both torrents), saw it in NIS list. the series is licenced only for us? im user from europe, thats why i can still seed it?
ps: sry, i donno how exactly the licence apllies in different regions

Uh, it doesn't matter where it's licensed, it only matters who licensed it.

than my question is: if its licenced, why is still active, and if thats normal, how can i find other torrents in similar status? me quite currious  :D
