Well, like fanservice, if it's done sparingly, I think it's fine since it gives the viewer a chance to just get to know the character. Call it "light character development" if you will. Granted, it also depends on how the execute the filler as well. coughbleachcough.

When you are going to watch aika it is supposed to have loads and loads of nonsensical fanservice. The show is fanservice, so there's no way it can be something that takes away from the show.
