You complaint is unfair if you didn't make the effort to screen the show
My my, you must be enjoying fanservice really hard ... seems all your reasoning relies on this PV (in japanese, i can't read it), but ok, let's see what could have "warned" me.
There is two short scenes showing panties, and these are not even what you could really call Pantyshots (showing a bit of panty is different than fanservice/pantyshots), and two others with boobs dancing around, which is kinda "soft" compared to what you're really about to see if you go further into the serie.
So first, since when a PV gives you an idea of what the show is really about ? Second, how am i supposed to know, with those couple of scenes, that the show is sooner or later going to be about girls touching their boobs, roaming around almost naked and drunk, and standing still on a car (going high speed) wearing nothing but an apron and a katana ? Third, i don't want to dig the web for anything else than basic informations about the show because i like to discover it from the scratch, which does not mean i will tolerate some boobs and panties to suddenly invade my screen for the rest of it.
But i guess this is off topic, the real subject is: sams88 loves fanservice and feels bad about it, because truth is, as someone nicely described:
Taking the FS out of HotD will not make a better show. You're right because without FS, you wouldn't even have a show. 
Look this whole sex sells thing is not new. You see it in movies, television, novels, comics, games, any medium you can think of. Anything that overly relies on sex to sell is generally rubbish. And we accept such entertainment as rubbish and a kind of guilty pleasure. Some people will dislike such entertainment though and there is nothing wrong with that. It's simply a matter of taste.
The fanservice you see in anime, a medium mostly targeted at Japanese teens, is nothing but porn for the underage.
So you come here, make this thread looks like a discussion, use some sophisms here and there, call people "asshole", "contrarian egomaniac", "unfair", "complainer" (lol!) and expect them to go "oh yea, you're right, fanservice is not good or bad, it's just about opinion !" so you can feel better and keep enjoying it.
I'm sorry but wether you like or not, fanservice is marketing. Light fanservice is light marketing, hard fanservice is hard marketing. If you like those ads on TV or in the streets, overusing boobs, ass and bitches all around, it's ok: that's 21th century for you. But if you still don't understand why many people "hate" it and keep trying to convince them it's "ok", you're doing it wrong.
