Yeah the second series is just a comedy and is much better than the first. I didn't watch the third season because I didn't like the first, and the third is pretty much a continuation of the first. Honestly, since you've already got a feel for the characters I'd recommend you read an overview of what happened in season one and then just watch season two. Season one isn't worth your time.

The first Full Metal Panic! wasn't anything remotely good. It was alright, passable. The second season is filled with gorgeous animation and top-notch comedy. The third installation is the continuation of the first season, though if you even think that it is as bad as the first season - you are wrong. The action is seriously good and the story opens up and fills in a lot of gaps (and leaves some other gaps), new characters and some seriously fucked up shit happens (angst, character deaths, twists).

I absolutely recommend the third season.

Bob, sounds like the battery leaked. That rusty patch on the ground is what tells me it exploded. What kind of battery was it? If you wipe the residue off the laptop and replace the battery, it might be fine.

If not the battery, then its likely a burst capacitor.

Edit: tricked out RX-7 just drove by. No way am I entering lol. My scrappy AU200 may be fast, but its no comparison to these cars... All I can boast is a large air intake, modified ECU and LSD with sports suspension.
