Ugh. Yes and no. I can think of two ways.
If the country you are in has the diplomatic channels and treaties concerned with the country in question - yes, in theory, not likely in practice. That is generally reserved to murder cases and the like, not domestic abuse.
If both countries have ratified some outside organ that concerns itself with matters such as these, generally human rights organizations. You should be capable of making a case by proxy via them.
Having said that, it depends on the relations of the nations and the general outlook of the population. I'd imagine it to be very viable to bring someone to court for DA in cases between say Norway and Sweden, likewise nigh impossible for cases concerning say America and Russia.
