What constitutes 'Stat-Hacking'?

Sorry i'm new here and I don't really understand the concept of 'stat-hacking' thus far....Anyone care to help me out?

That you manipulate the amounts of uploaded and downloaded data (statistics) through using a modified torrent client, normally to fake a higher upload than you actually have performed.
