Around 1999 when for the first time Romania would have anime at night, for kids.
I started with yu yu hakusho followed by captain tsubasa, naruto, dragon ball, and the original digimon series.

Around 8, Pokemon was big around 5th grade but even before that I'd seen some stuff on Showtime(East maybe? i dunno, one of em used to show anime late night) and I had some tapes of Evangelion, Orguss, Ninja Scroll and a few others. I could be off by a year or two. I think i was in middle school when Cardcaptors came out here, was my favorite show for a long time. Also, DBZ was huge by then and my buddy got me hooked on it, think it was on CN's 'Toonami' block along with Reboot!(cool show lol) and later Gundam Wing. Oh, that reminds me, before all that I was hooked on Sailor Moon. I remember watching Sailor Moon every day before AND after school.

If Pokemon counts, then 6-7.
Otherwise, in general, probably around 11 or so when my sister introduced me to it (I want to say Ouran was the first anime I've watched besides Pokemon/Yu Gi Oh), but it wasn't until I was 16 that I really started watching anime.
Ozzaharwood:
According to my mom, I've loved anime since I was 3-4. She told me I used to be addicted to shows like Sailor Moon and Cardcaptors when I was extremely young. I also watched Pokemon and whatever else was on TV for years after that. Yu-gi-oh, DBZ, Zatch Bell, Shaman King, etc. I always liked anime TV shows the best. I even watched anime when I was about 11-12 in private because I thought my friends would make fun of me for liking it at my age. I stopped watching it for about 3 years after that though, and when I finally thought I was over it, I came across an anime section on a PSP game site. I decided to download a couple series and try them out. They were horrid quality, but they worked. That was when, at 14-15, I was introduced to the world of subbed anime, and haven't stopped watching it since. I believe the first subbed anime I ever watched was Kanokon, and I absolutely loved it. When I first started, it felt as if I was in a different world. Some of my happiest memories come from the time I first discovered subbed anime.
I feel like I'll never get the same feeling I had back then when watching it though. I wish I could, because it truly was the time I was most happy in all my life.
