Actually, that applies only to your upload speed.  The only reasons to limit download speed are if you need to reserve some portion of your bandwidth for another purpose (gaming, Netflix, etc.), or you want to purposefully limit the amount downloaded to maintain ratio.

What happens is that the return "ACK" (ACKnowledged) packets for each data packet received by your PC can get bogged down, if your upload pipe is otherwise maxed.  If the sending machines don't get those ACK packets on time, they assume there's an error and retransmit those packets, causing unnecessary delay and bandwidth use.

I plex all my files which prevents seeding. how can I get my ratio up without being forced to leave torrents sitting un plexed, in my downloads folder and consuming disk space by making copies?

If you mean "organize" when you say "plex", perhaps we can help you.  Otherwise, I simply can't shovel that bullshit.
