I feel like I know what anime this is from. I'd think School Rumble, but I know it's not. I feel like I've seen it, and it's on the tip of my tongue, but I can't remember.

I doubt it. Kampfer was way better in terms of graphics IIRC. I loved the clarity, oh but I did watch in BD.
