so i watched this anime some time ago, i can only remember parts of it, i`ll give it a try:
it was in the future of sorts, there was this girl on the run, and she had a friend (another girl) that took her to hide on a hill in a destroyed house, i remember they had some program on their cellphone so they could always stay in touch, also there were some people after her... aw yeah, they were under surveillance by all the cameras in the city which were connected to this database that could recognize anyone...
i think there was also something about a microchip hidden in a teddy bear if i`m not mistaking

After reading your description I get a memory of having seen that, pretty sure, but cant remember the name at all.
Remember the handling being in a future dystopia where childrens memory is wiped and personality/feelings are banned. Remember something about the first scenes of the anime being a girl striking somone down with a pipe in some urban area in a subway station or something.

In the future and on the run makes me think of Kurau Phantom Memory. Not sure if it has all the stuff you described as it's been a while since I've seen it.
