Try the Glasnost traffic-shaping test (it's free and safe).  It ought to help a good deal.

That's a very interesting tool; I tried both torrent and HTTP and it says I don't get throttled at all.. which I don't think is true.
Its also saying my speed is 50mbps when it is 100mbps

Yes, I watched my bandwidth monitor show almost 0 before starting.
