That's a character from the late 90's early 00's American SF series called Farscape. The main antagonist Scorpius in fact.



I'm fairly certain, the colouring is a little off.

It's an excellent series, very Doctor Who-ish. I highly recommend it.

Well, 'excellent' is a slight exaggeration, but it is fairly good.
